I have to admit that I’m not sure if Abbad designed the Dragonmares himself. Maybe the Empire already had everything they needed to construct them and the only thing Abbad had to do was activate the Cradle like you said. I just assumed that he was capable of creating biomonsters himself given the fact that he made significant improvements to his own Dragonmare which was considerably stronger than the normal ones.

I think it was these changes that made her special. Azel wasn’t limited in the same way Abbad was, the rebels probably freed her mind from the will of the Ancients. That’s why I believe that Abbad couldn’t use the method Azel used to create Orta. He wasn’t allowed to by the Ancients. But I could be wrong here there are so many different possibilities?
For drones without an own identity that might be beneficial but for drones that did become self-aware giving them free reign could be a problem even if they were loyal to the Ancients. By misinterpreting their instructions they could end up doing something that the Ancients didn’t want like Abbad does. That’s why I think the Ancients restricted drones in their programming.
They might be smart enough to interpret their masters’ wishes correctly. Abadd only loses control when he can’t fulfill his mission in any way, shape or form. Reinterpretation was the only way he could serve, in his mind.
I’m not sure how true that is actually. From what Zadoc says about Azel, he just says she was given a superior intellect to control the Tower. It doesn’t say which side gave her that intelligence boost though… perhaps this was intended by the Ancient Tower-Creators?

Zadoc also said emotions were a side effect of her enhanced intelligence. Would the ancients want this I wonder?
Azel was stolen while incomplete and we can safely say the ancients didn’t create her to destroy the Tower. Therefore I assume whoever took her, modified her.
If the ancients designed Azel to link with a Tower and the unknown attackers who took her used it to their advantage, a new can of questions open up.
The Ancients plan didn’t go off completely as planned. The Ancients may not have predicted these emotions to develop. They developed long after the Ancient Age ended.
I don’t know if anyone has considered this possibility, but has anyone considered that Azel may have been built, by her original creators, to do exactly what she did? I know the idea might not sound convincing, but if the Heresy Dragon’s purpose was indeed to destroy the Towers (just bad timing) then could it not have been part of Azel’s pupose also to destroy that perticular Tower when the right time came?

She could control the Tower, but also had the ability to destroy the Tower.
Azel: "When you leave for Sestren, I will destroy this Tower. Sestren will not be able to escape."
Edge: "I won’t let you. Azel, what will happen to you?"
Azel: “I am… the only one… that can destroy the Tower.”
If Azel had remained in the care of her creators should would have remained loyal to them. I doubt she was built to aid the Heresy dragon in an effort to destroy the Towers because is she was loyal to the ancients she’d obey Sestren by not doing so, like the DD rider. She’d see that the Towers cannot be destroyed yet because their purpose isn’t finished.
I still believe Azel was modified by whoever stole her and the Sky Rider. She was programmed to break into the Uru Tower and destroy it. If she was originally built to control the Tower then she was still modified.

Assuming he is a drone, the Sky Rider isn’t following orders by fighting against his masters. We then assume he was either reprogrammed like Azel was, or broke the shackles of slavery of his own free will.

Ah but Craymen says: “The Tower, the monsters, everything is interwoven… Long ago there was dissension among the ancient ones. After centuries of fighting, …the warring factions built this. She was a weapon built to break into the Tower. Azel later says she will help Edge destroy the Tower not because of her ancient duty, but in spite of it.
What good would controlling the Tower do? All Azel could do was awaken it, and later melt it to the ground. When it was active she had no control over the bio-weapons which rules them out as a reason.
Her task was too destroy the Tower, my friend. She even says so herself:
“I’m going too. I’ll guide you and the dragon to Sestren. …I’m not risking my life because it was my duty thousands of years ago. What Craymen believed, and what these men say… I don’t know which is true. That is why, Edge… I want you there with me… When we find the truth about Sestren”.
