Looking on eBay, I couldn’t find any copies of the Azel soundtrack. The Panzer Dragoon Orta OST is on Amazon (direct link) for around US$60 - $80.
Also it looks like Panzer Dragoon Saga is available on Amazon.com if anyone here is looking for it. It’s going for between $124 and $300 USD.

I don’t have that edition of the PDO OST you linked to though, mine features an image of Orta and not the dragon. I believe this is the Japanese release?
Yeah, there were two versions of the soundtrack.
The Japanese release is the Panzer Dragoon Orta Original Soundtrack.
The American version is the Panzer Dragoon Orta Official Soundtrack, which features three extra tracks from PD, PDZ, and PDS.
