Cause in the end what would be the difference between Lagi with no heresy and Lagi with heresy?

That’s true. Lagi didn’t really have much choice. The Heresy program had a mission to fulfil, and used the Coolia for that. However, Lagi probably also influenced the Heresy program. Who knows what the Heresy Dragon would have done if it had never experienced Lagi’s friendship with Lundi?
Well, Lagi without the Heresy Dragon is just a Coolia 
Lagi in PD Orta was clearly intelligent though, which was probably a “side-effect” of the bond he shared with the Heresy program.

My guess is that when the Heresy Program reworked Lagi’s genetic code so as to transform him from a Coolia into a dragon (and to take him step by step to the Solo Wing form), he literally enhanced lagi’s brain and his thinking capacity along with it. It would seem that the Heresy Program’s modifications to Lagi weren’t reversed when they split at the end of PDS, of course.
